WARC UNANIMOUS CONSENT SUPPORT OF MIDTOWN DELRAY BEACH
BELOW IS EXCERPT OF SPEECH DELIVERED BY STEVEN MICHAEL, CO-FOUNDER, PRINCIPAL OF HUDSON HOLDINGS. MR. MICHAEL DELIVERED A SPEECH TO THE BOARD, AND THE PUBLIC AT THE WARC MEETING, THURSDAY, JUNE 15TH, 6 PM, AT THE SPECIAL AGENDA HEARING.
THE SPEECH CONTAINED NUMEROUS REFERENCES TO THE MANNER IN WHICH HUDSON HOLDINGS AND ITS PROJECT, MIDTOWN DELRAY BEACH WOULD WORK WITH THE PRESENTLY UNDERREPRESENTED MEMBERS OF THE COMMUNITY IN THE SOUTH OF ATLANTIC WEST OF SWINTON DISTRICTS, A LONG-IGNORED DISTRICT AND UNDER-SERVED AREA IN THE ALL IMPORTANT “SET” WHERE MIDTOWN DELRAY BEACH WILL SERVE AS A CATALYST FOR GROWTH AND ECONOMIC DEVELOPMENT.
I’ll take a moment to point out a few key highlights.
Midtown Delray Beach embodies beautifully balanced design elements crafted to respect and complement the city’s historic black community now called “the set.” Reflective of our commitment, and in consultation with members of the community, we have intentionally and voluntarily created a significantly under developed project.
There are many valuable and important economic benefits provided by Midtown Delray Beach. I am pleased to share with WARC and members of the public that the project has received endorsement and support by the Delray Beach Chamber of Commerce. In an announcement released just today, the Chamber said the following: “Midtown Delray Beach promotes a diverse mix of business uses, promoting small businesses that employ local workforce, promoting history and retaining a sense of place, providing public safety measures, promoting a walkable downtown, and promoting the greater good of the city.” Midtown Delray will create nearly 1700 direct and indirect jobs during construction. It will provide more than 400 permanent, full-time jobs in hospitality, retail and office sectors. As a result, this creates local community opportunity not only for employment but personal growth, development and financial enrichment for residents of the set.
- It will generate Sales Tax Revenue estimated @ $6.5 million
- It will Increase the City’s property tax base from $350,000 to approx. to more than $4.5 million.
- It will serve as a catalyst for additional private investment in business and commercial development.
With respect to WARC, we believe the project meets the stated mission of the organization: “The mission of the West Atlantic Redevelopment Coalition (WARC) is to advance redevelopment to improve the economic, social and cultural future of the West Atlantic Community.”
In the spirt of cooperation, understanding and long-term business interests that benefit all, we have arrived at an understanding with respect to a Community Benefits Agreement that will well serve the business community and residents alike in these formerly ignored neighborhoods.
For example, Midtown Delray Beach will take approximately 24 months to construct.
Hudson Holdings will allot positions for two contractors. The company will devote a percentage of skilled tradesman to be employed on the project during the construction time. We will also seek to employ non-trade general assistance personnel from the community and will provide opportunity upon completion of the project. Warc can serve as facilitator of these new jobs as part of the project. In the very near future we plan to arrange for a meet-and-greet with some of our contractors and others from within the WARC district and business community. This event will foster early relationships in the furtherance of creating strong ties we seek to facilitate from a wide cross section of members throughout the community.
And finally, there will be various contracts for services necessary to operate Midtown Delray Beach upon completion. These contracts include Landscaping, Maintenance, Safety and Security, among others.
